Andy is the editor of Health Policy Insight and is a freelance journalist and communications consultant who specialises in health policy and politics. His weekly column ‘Cowper’s Cut’, launched in 2018, provides subscribers with well-informed analysis and commentary of the sector’s key issues.

He writes regularly for the British Medical Journal and Pharmaceutical Journal, and his work has appeared in The Guardian, The Spectator, Health Service Journal, The New European and Tortoise. He can be found on Twitter (which he resolutely refuses to call ‘X’) as @HPIAndyCowper.
